One RHL team owner shall be designated as the league commissioner and shall ensure the smooth running of the league. The commissioner shall also have responsibility for interpreting rules and making such other decisions as may be needed during the course of a season. In the event of a dispute over a rules interpretation, the commissioner may be overruled by a majority vote of team owners.
