A free agent draft shall be held before the beginning of each RHL season. The draft shall consist of four rounds. Teams may draft any players not currently on RHL rosters who are on NHL rosters or who are the property of NHL teams, including drafted players who have yet to turn professional. The team finishing lowest in the most recently completed RHL season  shall draft first in each round, the teams with the second fewest points shall draft second, etc. If two teams finish with the same number of points, the team with fewer wins shall draft first. If two teams have identical records, the team that finished lower in the standings in the next previous season shall pick first. The team that won the RHL Cup most recently will receive the last pick in each round and the team that was runner-up for the Cup will choose next to last. A team may pass in any round but, by doing so, forfeits the right to draft in any succeeding round.
